The best early armor set in The Legend of Zelda Tears of the Kingdom is the Hylian set, which can be bought from the armor shop in Lookout Landing.

Much like Breath of the Wild, the Hylian armor is a great starting armor set. It provides excellent defence stats at the start of the game and can be bought relatively cheaply from the armor shop in Lookout Landing. If you’re struggling to fight back all the Bokoblins and other monsters around Hyrule, then your best bet is to get your hands on this armor.
