To unlock Red Hood’s spirit jump Mystical Leap Ability in Gotham Knights you need to talk to Alfred at the start of mission 1.3: Weird Science and then complete the Knighthood Challenges for Red Hood. This is pretty frustrating to do for Red Hood as he is the least easy-to-use character.
Finding Premeditated Crimes as Red Hood is a struggle due to his focus on ranged attacks, so you are less mobile in a fight. But, once you do make some headway on that, like earning them on other characters and then switching characters to Red Hood, the rest of the tasks in the Knighthood Challenges should complete before you even realise it.
