The bad news is that there are only a few ways to get the licenses, but those ways of getting them are consistent once you are made aware of them. So, while you can’t grab a license from every activity in the game, if you stick to regular Turf Wars and multiplayer, you should be fine.

There are a few ways you can get Sheldon Licenses in Splatoon 3:
- Levelling up
- Gaining experience (Freshness) with a weapon
These two ways encourage you to continue playing online and also using one weapon and getting familiar with it, rather than swapping between and swapping out loadouts and gear consistently.
They aren’t hard to earn, but you will need to grind for them fairly consistently as you rank up higher, which can make it a bit monotonous. But, Splatoon 3’s multiplayer matches are so quick that you should be able to stay engaged as you work your way towards getting those licenses.
You can also get Golden Sheldon Licenses, but they are only available by transferring your save data from Splatoon 2 to Splatoon 3. If you do have some, they allow you to get any weapon for 1 license, no matter the level. So, if you happen to have some they are a great boost to your initial start in Splatoon 3.
