To unlock fast travel in Saints Row, all you need to do is take a photo at one of the discovery locations marked on the map with “Photo Hunt”. Snapping a photo of the landmark nearby will allow you to then fast travel to it.
There are a bunch of these around the map and if you drive near one, it will appear on your map, so you can always see it or go back to it later.
Unfortunately, until you have found all these, trying to know where they are isn’t an easy task, but a good rule of thumb is to look around main roads and landmarks.
