Like A Dragon Ishin is not set to come to Game Pass. No release on the service has been announced or teased by SEGA.
There is a chance the game could eventually come to the service as SEGA has been a big supporter of the service in the past, releasing a number of games into the service including Two Point Campus. The rest of the Yakuza franchise is also available there right now. But, if you do want to play the long-awaited spinoff you will just have to buy it.
