You cannot play Modern Warfare 2 raids solo or single-player. As confirmed by Infinity Ward, you do need to squad up with two other friends to form a three-person team to take on the raid.
This does offer significantly less flexibility than raids in other shooters, like Destiny 2. But, Infinity Ward has made it clear that these encounters are designed for three players with PvE combat scenarios, puzzles, and more that will be a challenge. So, you probably don’t want to tackle the raid alone, anyway. Unless you are a fan of masochism.
