Yes, you can save the dog in the Resident Evil 4 remake in chapter three by going behind the house after you are attacked by Bitores Mendez. Here you will see the dog trapped in a bear trap, interact to free it.
Once it is free, the dog, which is a wolf here, will then show up in your fight against El Gigante a little later in the game. He will fight with you and help you out, distracting the boss, and also perch on a rock after the fight.
Unfortunately, though, you cannot pet the wolf. This video from ‘Meloo’ shows you exactly how it plays out.
This is a nice fun addition to the game that allows players who have played the original game to still be surprised. There are many other changes later in the game, but this is one of the earliest. However, this initial fight against one of the Resident Evil 4 bosses and saving the wolf plays out quite similarly to the 2005 game, it is just in a different location and with a wolf this time.
