In a statement on Twitter, the developer said that it will keep the PC community separate from the console one. It isn’t clear why developer Black Matter decided to do this. However, it is likely this comes down to the advantages keyboard and mouse players have over those playing with consoles. Likewise, with Hell Let Loose being a more hardcore shooter compared to more typically console-aligned shooters, the PC crowd generally take it much more seriously and makes greater use of in-game communication.
You can turn crossplay on or off by going into the settings menu on console and tweaking the option in the gameplay tab. Be warned though, disabling crossplay will increase your queue times due to the lower player population.
