To unlock and get the M16 in the Modern Warfare 2 beta, all you need to do is level up the 556 Icarus LMG and choose the M16 from the receiver platform.

Thanks to this new Receiver platform mechanic in the Gunsmith you can get access to a number of the game’s weapons without actually having them unlocked usually. And, given that you can customise your weapon in the Gunsmith you can get a pretty decent M16 loadout right now.
